The author examines the role of the state and market in India`s performance in the shipping sector in which it has been marginalized over the decade and a half after 1980. He pleads for a new state-industry partnership with the objective of assuring an even playing field to the industry in its present predicament so as to build a globally competitive merchant fleet.
